Congressional District Caucus Overview

The Congressional district-level caucuses to select Florida's 121 district-level delegates and 25 district-level alternates will occur around the state on March 1, 2008.

The district-level delegates and alternates are apportioned to candidates by district as indicated in the following chart: Click Here.

The highest vote-getters for each presidential candidate are elected. This process is the same for alternates. The delegates assigned to each presidential candidate in a district are dependent on the results of the January 29, 2008 Presidential Primary in that district.

The National Convention delegates and alternates selected at the District-Level shall be allocated in proportion to the percentage of the primary vote won in that district by each preference, except that preferences falling below a fifteen percent (15%) threshold shall not be awarded any delegates or alternates. (DNC Rules 13.A.,13.B. & 13.D.)

Within a district, if no presidential preference reaches a fifteen percent (15%) threshold, the threshold shall be the percentage of the vote received in that district by the front-runner minus ten percent (10%). (Rule 13.F.)

In order to participate in the district-level caucus, one must establish that he or she is a registered Democratic voter in the Congressional district within which the caucus is taking place.  Voters must present a photo I.D. and if possible, a voter information card.

If the voter cannot produce a voter information card, he/she must present a photo I.D. and complete an affidavit declaring Party registration and be verified as a registered Democrat using current voter rolls.

Once registration and Party affiliation are verified, participants will be given ONE "Statement of Support" for the presidential candidate whom he or she supports. Voters can only vote for delegates under one presidential candidate. (In other words, as a "Candidate A" supporter, I can only vote for the delegates that are running as pledged to "Candidate A." I will not be able to vote for delegates who are running as committed to "Candidate B" or "Candidate C."wink

The signed Statement of Support will then be taken by the participant to the caucus room for that candidate and exchanged for a delegate ballot. Under no circumstances will ballots to be given to a participant who has not presented a completed Statement of Support.

Ballots must be signed and turned in (one per individual) at the designated drop-off location near the exit door of the caucus room. Each ballot will correspond to a Statement of Support for tabulation purposes - THESE ARE NOT SECRET BALLOTS. Ballots will not be counted until the last person in line and those working the registration area have voted. The ballot tabulation process is open for any registered Democrat and credentialed media to observe.

NOTE: All participants will enter through one door and exit through a separate door. Once you are have registered, you will then be directed to the appropriate caucus room.  Once you have voted and exited the caucus, you will not to be permitted back into the registration area.

Election to district-level delegate at the post-primary caucuses depends on three things:

1.      Voter turnout at the caucus;
2.      Your preferred presidential candidate's performance in the January 29th Presidential Primary; and
3.      Making sure your friends, family and co-workers who are registered Democrats in the same congressional district and who support the same presidential candidate come out to vote for you on March 1!!
